No. Unless the Notary is also an attorney, a Notary Public should only complete a notarial certificate already on the document or the person for whom the notarization is conducted may choose among sample certificates provided by the Notary. The notarial certificate must be in English.
Regardless of which notarial certificate is used a Notary Public must make sure the information contained in the notarial certificate is a true & accurate reflection of the type of notarization required.
The most common are:
Acknowledgment – someone willfully signing & acknowledging on their own behalf.
Copy Certificate – certifying true copies of an original document(s).
Jurat – someone signing & swearing (or affirming) certain written statements are true.
If you’re not sure which kind of notarization you need ask the agency or attorney who provided the document.
No, these are publicly recordable documents. Recordable documents are recorded with a specific governmental entity like the secretary of state's office, a court of law, a county clerk, or the Bureau of Vital Statistics. You can only get a certified copy of a recordable document from the recording entity.
